Following is repetition of the Commercial Secretary'

Hong Kong telegram No. 20. Begins:-

Addressed to Embassy Shanghai No, 20 of 27th January;

repeated to Mission Chungking telegram No. 6, Canton Saving No.1, copy to Hong Kong.

My telegram No. 4 to Chungking.

C.N.A.C. state that their flights to Chungking are

indefinitely postponed.

Japanese Consul in Charge informs me that on 25th January

the Japanese Consul General at Canton warned his colleagues that "Third Power" aircraft must give advance information to the Japanese authorities before attempting to fly over Japanese occupied areas.

Implication seems to be that foreign aircraft complying with these conditions may be permitted to cross the lines but

Chinese aircraft will not.
